He earned his medical degree from the University of Vermont Medical College in 1991 with honors in medicine; neuroscience; pediatrics; nuclear radiology and preventive cardiology; physical medicine and rehabilitation. He completed residency in diagnostic radiology at the Mayo Clinic-Rochester and achieved board certification from the American Board of Radiology in 1995. Academic achievements include publication in the American Journal of Roentgenology and a formal seminar presentation on "Computer Assisted Instruction: Magnetic Resonance Imaging of Soft Tissue Tumors" at the Mayo Clinic. Although he enjoyed all aspects of a general practice, Dr. Tubbs pursued supplemental fellowship training in abdominal imaging at the University of Utah Medical Center in 1996. This year was devoted to multi-modality imaging using CT, ultrasound, MRI, non-invasive vascular diagnosis, fluoroscopy, and general hospital radiography. Interventional procedures included ultrasound and CT guided aspirations and biopsies.

Professional memberships include the American Medical Association, Oregon Medical Association, American College of Radiology, American Roentgen Ray Society, Radiological Society of North America, American Institute of Ultrasound in Medicine, Society of Radiologists in Ultrasound, Pacific Northwest Radiological Society, Oregon Radiological Society and the Metropolitan Medical Society of Portland.

Dr. Tubbs has been involved in maintaining high standards at EPIC by obtaining voluntary site accreditation in the ultrasound department with the American Institute for Ultrasound in Medicine and the American College of Radiology. He is certified by the International Society of Clinical Densitometry.
